District 7 is a majority-minority district that contains several Native American reservations and communities. The Independent Redistricting Commission wrote that this district was drawn to strengthen the ability of Native Americans to elect candidates of their choice. It includes the Navajo Nation, the Hopi, the Havasupai, the Hualapai, the Kaibab-Paiute, the San Carlos Apache, the White Mountain Apache and the Zuni reservations. The district contains the communities of Show Low and Winslow as well as the area north of Grand Canyon National Park, It also contains the eastern Arizona communities of St. Johns, Springerville and Eagar as well as Show Low and Pinetop-Lakeside. Native Americans constitute 66.9 percent of the total population; all minorities represent 75.2 percent of the total population and 71.3 percent of the voting age population.
