District 4 is a majority-minority district located in southwestern Arizona; its southern boundary is the U.S.-Mexico border. It comprises the southern portion of Yuma County (including parts of the city of Yuma and the heavily Hispanic communities of San Luis and Somerton), the southwestern portion of Maricopa County (including Goodyear, Buckeye, and Gila Bend), the western portion of Pima County (including the Tohono O’odham Reservation), and a small portion of southwestern Pinal County. The district encompasses the Fort Yuma-Quechan Tribe and the Cocopah Reservation. Minorities represent 71.5 percent of the total population and 66.8 percent of the voting age population.
