District 23, located entirely in northeastern Maricopa County, includes most of Scottsdale (excluding the southern part of that city) and Fountain Hills. It also includes the Fort McDowell-Yavapai Nation. The southern border of the district runs parallel to McDowell Road. The western border of the district generally follows 60th St., but the bulk of the district is east of Scottsdale Rd. The northern, eastern and southern borders follow the Maricopa County line.
